Summary:

God desires all people to be saved.

God does not desire the death of the ungodly person, but for the ungodly person to live.

Thus God is commanding people that everyone everywhere repent, as God has also granted a faith to everyone.

God is ready to forgive, as Jesus died for all and will draw all people to Himself, so that all are able to come to Him. 

Now all these promises can be attained under certain conditions as they are also not automatic.

God desires all people to be saved:

Isaiah 45:

It is written: "Turn to Me, and YOU WILL BE SAVED, THE ONES FROM THE END OF THE EARTH; I am God, and there is no other" (Isaiah 45:22). 

John 3:

It is written: "God did not send-forth the Son into the world in-order-that He-might-judge the world, but in-order-that THE WORLD MAY-BE-SAVED through Him" (John 3:17).

1 Timothy 2:

It is written about "our SAVIOR GOD, Who DESIRES ALL PEOPLE TO-BE-SAVED and to-come to (the) knowledge (of the) truth" (1 Timothy 2:3-4).

1 Timothy 4:

It is written about "(the) living GOD, WHO IS (THE) SAVIOR (OF) ALL PEOPLE, especially (of) believers" (1 Timothy 4:10).

Titus 2:

It is written about "the grace (of) God appeared (BRINGING) SALVATION (FOR) ALL PEOPLE" (Titus 2:11).

God does not desire the death of the ungodly person:

It is written: "I SHALL NOT AT ALL DESIRE THE DEATH OF THE LAWLESS PERSON, will I,” says the LORD, “as I desire for him to turn away from the evil way, so for him TO LIVE?" (Ezekiel 18:23). 

It is written: "As I live,’ thus says the LORD, ‘I DO NOT DESIRE THE DEATH OF THE UNGOLDLY PERSON, but for the ungodly person to turn from his way and for him TO LIVE! Turn away wholeheartedly from your way; for why will you die, O house of Israel?’" (Ezekiel 33:11).

Acts 17:

It is written: "God, (as to) the present (things), is-commanding people (that) EVERYONE EVERYWHERE REPENT" (Acts 17:30).

2 Peter 3:

Peter wrote: "(The) Lord is not being-slow (about) the promise as some regard slowness, but He is-being-patient toward you, NOT WISHING ANY TO-PERISH, BUT ALL TO-MAKE-ROOM FOR REPENTANCE" (2 Peter 3:9).

God has granted a faith to everyone:

Acts 17:

Paul proclaimed about God and Jesus "Whom He-designated, HAVING-GRANTED (a) FAITH (TO) EVERYONE, having-raised Him up from (the) dead" (Acts 17:31). 

The Greek word for "FAITH" [pistis 4102 in Greek, Acts 17:31] that was GRANTED here can be translated as FAITH/BELIEF. 

God is ready to forgive:

Psalms 86:

It is written: "For You, O Lord, are good and READY TO FORGIVE, and RICH IN MERCY TO ALL WHO CALL ON YOU" (Psalms 86:5 (Masoretic)).

Jesus died for all:

2 Corinthians 5:

It is written: "the love (of) CHRIST controls us, (we) having-determined this, that One DIED FOR ALL, therefore all died. And HE-DIED FOR ALL so-that the (ones) living might no-longer be-living (for) themselves, but (for) the (One) having-died and been-raised for them" (2 Corinthians 5:14-15). 

Hebrews 2:

It is written about "JESUS, having-been-crowned (with) glory and honor because-of the suffering (of) the death, so-that (by the) grace (of) God HE-MAY-TASTE DEATH FOR EVERYONE" (Hebrews 2:9).

1 John 2:

It is written about "Jesus Christ (the) Righteous. And He Himself is (the) PROPITIATION FOR our SINS; and not for ours only, but also FOR THE WHOLE WORLD'S" (1 John 2:1-2). 

Jesus will draw all people to Himself:

John 12:

Jesus said: "if I am-lifted-up from the earth, I-WILL-DRAW ALL (PEOPLE) TO MYSELF" (John 12:32). 

All are able to come to Jesus:

Matthew 11:

Jesus said: "COME TO ME, ALL THE ONES BEING-WEARY AND HAVING-BEEN-BURDENED, and-I will-give you rest" (Matthew 11:28). 

John 6:

Jesus said: "I-WILL NEVER THROW OUTSIDE the (one) COMING to Me" (John 6:37). 

Revelation 22:

It is written: "LET THE ONE THRISTING, COME. Let the (one) wanting, take (the) water (of) life as-a-gift" (Revelation 22:17). 

Conditionality:

God can desire all people to be saved, but salvation can be described as conditional.
