Ezekiel 36:26-27 - I have given you a new heart

Does Ezekiel 36:26-27 have conditions?

Ezekiel 36:26: "And I HAVE GIVEN TO YOU A NEW HEART, And a new spirit I give in your midst, And I have turned aside the heart of stone out of your flesh, And I have given to you a heart of flesh."

Ezekiel 36:27: "And My Spirit I give in your midst, And I have done this, so that in My statutes you walk, And My judgments you keep, and have done them."

"I have given to you" a new heart?

It is written in Ezekiel 36: "I HAVE GIVEN TO YOU a new heart" (Ezekiel 36:26).

This would be what God would do. But this may be conditional on humans also seeking for it, as it is written in Ezekiel 18: "MAKE YOURSELVES a new heart and a new spirit" (Ezekiel 18:31).

Saul being given a new heart by God... and yet dying in his transgressions later:

It is written in Ezekiel 36: "I HAVE GIVEN TO YOU A NEW HEART" (Ezekiel 36:26).

It is written in 1 Samuel 10 that the prophet Samuel prophesied to Saul the king: "THE SPIRIT OF THE LORD WILL LEAP UPON YOU, and you will prophesy with them, AND YOU WILL BE TURNED INTO ANOTHER MAN. And it will be when these signs will have come upon you, be doing all, as many things as your hand shall find, because GOD IS WITH YOU" (1 Samuel 10:6-7), "And it happened when he turned his shoulder to depart from Samuel, GOD GAVE HIM [Saul] ANOTHER HEART; and all these signs came to pass in that day" (1 Samuel 10:9).

Saul was given by God "ANOTHER HEART" (1 Samuel 10:9).

And yet later Saul rebelled against God and died in his transgressions, as it is written: "SAUL DIED IN HIS TRANSGRESSIONS, in which he transgressed against the LORD, against the word of the LORD, because he did not keep it, because Saul inquired by the medium to seek counsel, and Samuel the prophet answered him. But he did not seek the LORD; so He killed him, and turned the kingdom to David son of Jesse" (1 Chronicles 10:13-14).
