It is possible for someone to be less or more holy

Summary:

It is possible for someone to be less or more holy. That is, someone can be more holy tomorrow than they were yesterday.

From this is could follow that someone could be more holy in comparison to someone else, even though both could still be considered as being holy.

You can find more details below:

It is possible for someone to be less or more holy:

2 Corinthians 7:

Paul wrote: "we-may-cleanse ourselves from EVERY stain (of) FLESH AND SPIRIT, PERFECTING HOLINESS" (2 Corinthians 7:1).

Here Paul indicated that it is possible for someone to be "PERFECTING HOLINESS" (2 Corinthians 7:1), by cleansing themselves of "EVERY stain (of) FLESH AND SPIRIT" (2 Corinthians 7:1), suggesting that they could still have holiness in part without holiness being perfected if they do not cleanse themselves from "EVERY stain" (2 Corinthians 7:1).

1 Thessalonians 5:

Paul wrote: "Now may the God (of) peace Himself MAKE you HOLY COMPLETELY" (1 Thessalonians 5:23).

Here Paul would not have already expected that his audience already have been MADE HOLY "COMPLETELY"  (1 Thessalonians 5:23) yet, which could suggest that they may have already been made holy IN PART, but just not yet "COMPLETELY"  (1 Thessalonians 5:23).
