Someone can become lost... after not being lost:

A "LOST sheep" (Luke 15:6) can be comparable to a "SINNING (one)" (Luke 15:7).

Later in the same chapter in Luke 15, Jesus told the parable of the prodigal son who went away from the house of his father. At some point the prodigal son came back to the house of his father, and it was said about him that: "this son (of) mine was dead, and he-became-alive-again. HE-HAS BECOME-LOST, and he-was-found" (Luke 15:24).

The prodigal son was at the start of the story in the house of the father, and so he would not have been LOST at that point yet, but then as the prodigal son went out of the house "HE-HAS BECOME-LOST" (Luke 15:24), and so here the prodigal son would have passed from a non-lost state to a lost state (or in other words: from the state of not being a sinner to being a sinner).

As a side note, after the prodigal son came back to the house of his father later on, it was said of him that "he-was-found" (Luke 15:24), indicating that he would have again passed to the state of not being a sinner.

It is possible for someone to not be sinning... but also to be sinning:

A "SINNING (one)" (sinner) can be described as a person who is sinning.
